The 2009 legislative session is coming very soon! The Arkansas Breastfeeding Coalition has already begun work on a new legislative effort for the upcoming session. We were successful in 2007 with your help. We need you again!

ABC is currently working working to pass more legislation in the 2009 session to protect workplace pumping. Employers can and have prevented nursing mothers from pumping for their babies on their own time. Help us to change the business environment to a more family friendly one, and join our efforts to make Arkansas a breastfeeding-friendly state.

PUMPING IN THE WORKPLACE: PROPOSED LEGISLATION

A. An employer shall provide reasonable unpaid break time each day to an employee who needs to breast-feed or express breast milk for her child to maintain milk supply and comfort. The break time, if possible, shall run concurrently with any break time, paid or unpaid, already provided to the employee.

B. An employer shall make a reasonable effort to provide a private, secure, and sanitary room or other location in close proximity to the work area, other than a toilet stall, where an employee can express her milk or breast-feed her child. The room or location may include the place where the employee normally works if it otherwise meets the requirements of this section.

This statute is modeled after the Oklahoma, Rhode Island, Connecticut, Tennessee, Illinois, Minnesota, and Georgia statutes, which all have similar language and structure.

Please join us, and help pass reasonable laws to protect breastfeeding!
Also, the ABC is looking for stories from mothers who have pumped at work. We need a variety of stories. Did your employer supported your pumping efforts? Did your employer refuse to allow you to pump on your breaks? And anything in between! Post them here, or contact the ABC directly. There is a possibility we will need one witness with a compelling story to testify at the committee hearings. We will definitely need women with workplace pumping stories to contact their legislators as the bill moves through. If you do not have a story and support this bill, we need your support, too!!!

Don't know how I missed this but let me know what I can do. I pumped at my workplace for all 3 of my children and will for #4 too. No problems, very supportive.

Bumping!! The session is in full swing. We are currently working on getting a sponsor for the legislation. If you have not done so, please visit the ABC website in the OP and become a member. We will need you to contact your representatives and committee members if we are able to get the bill sponsored and filed. Time is of the essence this session.

Also, if you are a working mom, please share your personal experience pumping in the workforce, good or bad, when it is time to push for support! I will keep you posted as much as possible!

The bill has been filed

HUGE update!!!

House Bill 1552 was filed yesterday. It is entitled “An Act to Require Employers to Provide Unpaid Break Time and Reasonable Locations for Expressing Breastmilk; and for Other Purposes.” We need you to contact your legislators right now in support of this bill, especially if your Representative sits on the House Public Health Committee. To find out who your Representative is, and to see if he or she sits on this important committee, please visit www.arkansasbreastfeedingcoalition.org/.

This is a bill aimed at providing support for nursing mothers by allowing them time and an appropriate place to express milk in the workplace. If you’d like to read the current draft of the bill, it can be found at www.arkansasbreastfeedingcoalition.org/law/.

We need your help.

Please review the current draft of HB 1552 and contact your Senators and Representatives letting them know of your support of the bill. Many legislators receive very few phone calls, letters or e-mails from their constituents about pending legislation, so even a small number of people contacting their legislators can make a big difference regarding whether a bill becomes law or not. Of course, we’d like for each and every one of you to contact your legislators, because this is the only way they will know how many breastfeeding-supportive people we have in our state.

If you are not sure which district you live in, there is a link on this page to help you. E-mail is an effective way to contact your legislator. If you contact your legislator by e-mail, include Support HB 1552 in the subject line. If you would rather (and for those legislators without an e-mail address) you can call 501-682-2902 to leave a message for your Senator, and 501-682-6211 to leave a message for your Representative. Your message can be very simple and need only include your name, address and that you support HB 1552. Some legislators do not have voicemail, and in such a case you can leave a message with the office staff. Remember, legislators pay attention when their constituents contact them!

Finally, the Arkansas Breastfeeding Coalition would like to let Arkansas legislators know that there are many mothers in our state who are working AND breastfeeding their children. Do you work or have you worked for an employer who has been supportive, either of breastfeeding or expressing milk during the workday? Are there those of you who have had difficulty expressing milk at work? If so, we need to hear from you so that we can share your stories with our legislators. The bill was voted out of committee this morning!!!! :::

Next stop is the House floor for a vote and then on to the Senate Committee.

This bill has now been assigned to the Senate Committee on Public Health, Welfare and Labor (it is still HB 1552). We do not yet have a hearing date set, but anticipate being assigned one soon. Here is a list of the Senators on this committee and their contact information:

Headed to the Governor's Desk!!!

HB 1552 just passed a second House floor vote (a minor amendment was added in the Senate committee). It is now headed to Governor Beebe's desk for his signature!!!
