I have a pattern for a diaper cover & was going to make a few. I'm a little confused, because the pattern says you need 2 layers of waterproof fabric for each cover. Can I just do one layer & make seams on it for the elastic to go in? (I have PUL for the fabric)

Also, what kind of elastic should I use? I had some swimsuit elastic that I used to make a few diapers but a)it's vanished & b) I really didn't like it, it seemed very flimsy & was hard to work with. And does anyone have any tips for inserting elastic? Sewing the length of it once seems to work well, so should I just pull it snug, sew down the end, then catch the length in the seam, or would something else work better?

You can most certainly use two layers-would make an excellent cover for overnight, long outings etc. Diaperkit.com has 1 layer cover kits and 2 layer cover kits. 2 layers makes a nice cover, but one layer is plenty too. I would make a couple 2 layers covers for outing and the like.

I found foldoverelastic to be most practical for covers, gives it a nice finish. (FOE)

If the pattern you have calls for two layers and you're asking about swim suite elastic - it sounds like a turned & topstiched cover. Yes? If the pattern is designed to be sewn that way and you bind the covers with FOE instead it will alter the fit (your now leaving the seam allowance instead of making it into seams).
Personally, I much prefer covers that are bound in FOE. The covers I've made via turning & topstitching seem less comfortable on the little legs. They also tend to leave marks.
Most of the covers I have in our stash are single layer, but two layer covers are nice. I have some of them for night time (not necessary, I just like them).

Thanks, that does help! I guess I'll pick up some FOE when I go to the fabric store this week. Is there any reason I can't sew, turn & then just put the FOE on?

Another, kind of related question. I made a bunch of diapers a few years ago, but I think I did the elastic far too tight (never used them, but just from looking it looks like it would be tight). Is there any way I can fix it without having to take the whole diaper apart?

I would wait for the FOE before making the Cover. The double layer PUL covers with FOE that I have-work best when sewing the FOE directly onto the PUL and not make additional holes into the PUL, KWIM? Even on the double layer. Less holes+better waterproofing.
