Help me alter a pattern for a smaller size

I'd love to make this for my DD but she is only wearing size 24 month clothing right now.

Can anyone tell me how to go about changing the size without changing the weight of yarn being used? I would be extremely grateful!

It's a top-down raglan, so you can just stop increasing a row or two early and try it on her as you go. Two things always jump out at me when I look at that pattern:
1) 19" is about right for a 2yo size, in my book, maybe even a bit small. Not a 3-5yo, unless you wear your clothes tight.
2) I HATE the sleeves

Therefore, you can easily cast on as the pattern says (remember, kids heads don't grow that much in the preschool years) but honestly? I'd knit on 7s, not 8s. That should give you the change you need, and all else can be measured.
