i am in california. i have NIP v. v. discreetly till my dd was 4.5 years old.

what i did was carry a printout of the code that lets me bf in public. if i remember correctly our local LLL handed out little printed cards noting the law details that allow us to NIP.

i have never been harrased ever. but if i ever was before even calling the cops i would hand over the description of my legal right to nurse in public and then ask them if they would allow me to nurse or should i call the cops.

By the way, here are the relevant VA laws:

The loss of civic commons is an issue in Charlottesville, which is why I said I'm not sure how the response would be on privately-owned space that is seemingly public. It's mostly been an issue for political speech in parking lots, of course, not breastfeeding.

Anyhow, don't worry about it right now. If anything happens, just come find your local MDC mamas. We have your back.

Once they caught on. They told her nope but they can stop her from disturbing the peace. LOL They went on eating. She left.

I remember that story, glad it had a good ending.
I would probably not call the cops if someone was harassing me for breastfeeding. Not my style. I'd give them plenty of choice words, but not bring in law enforcement.
One more issue -- in my state, breastfeeding is protected wherever the mother is authorized to be, but a private business owner has the right to tell her she can't breastfeed in his store.

I wouldn't have a problem calling the police if I felt the situation warranted it, but I've never had a negative word said to me about BFing in a combined 1.5 years (so far) of doing it -- I'm sure you'll have a similarly drama-free experience based on your description of your community.

As I read it, Virginia law is the same way. Someone correct me if that is wrong.
