I am looking for a free pattern to make a toddler girl's twirly skirt like this:

I am also looking for a free pillowcase dress pattern.

Those are cute, but for really fun twirls, I'd go for a pointed hem skirt of some sort. The easiest is a handkerchief hem. You take two squares of fabric, cut a hole for waist in the center, bind them together, and spin!

If you have a surplus of men's ties (thrift store sales, garage sales), you can make an awesome twirly skirt from those!
