So consenting adult women are not allowed by law now to get their genitals pierced.....but it is still legal to mutilate the genitals of male newborns???
How does this make sense?

My dh was telling me about this last night. I said exactly the same thing. How f'ed up is it that parents can freaking mutilate thier sons but women can't pierce thier damn genitals. That is such complete crap. It really pissies me off , on so many levels.

There is a little more to this story than is apparent.
Last year it was discovered that an immigrant man had circumcised his daughter with a pair of scissors on the kitchen table. This is a reaction to that event. The man was arrested and will be held responsible.
Now, the other part. We have a woman legislator that is a publicity hound. She is sponsoring this legislation. Previously, she was sponsoring a FGM law for Georgia and apparently finally found out that there is already a federal law and a Georgia law would be suspeceded by the federal law. That would mean that it would be useless as federal law always supercedes state law. Not to be outdone, she apparently is sponsoring this legislation and it appears it is for publicity only and to build her voter base.
We have some weird laws proposed here. Last year one of our legislative idiots proposed a law to require restaurants to serve pre-sweetened iced tea. A couple of years ago legislation was submitted to make it illegal for an individual to sell another individual a used car. You could only sell your car to a dealer and you could only buy a used car from a dealer. It even included selling a car to a family member! It was learned the automobile dealers trade association donated heavily to the legislators campaign fund and the bill failed. There are many other strange things that happen in the 40 days they are in session. The entire state is in grave danger during that time. It's always a relief when they adjourn for the year.
