The first is a private one, is likely more expensive, but you may find a place. The second one is a city council school, is very difficult to get in, because you must show in advance (many months before starting the school) that your income is enough low to have this benefit. The application to the city council school must be done in advance, usually in May to start the school the following autumn. Anyhow, you should contact the local city council. In Rome there are many city councils, for each area of the city. Porta Pia is in Municipio II (city council number two). You may apply for city council nursery schools in the area where is your home, and /or (I don't remember) in the area where is your office. There is also another option, the area where live the grandparents.
