Policy on people who back out of swaps and co-ops?

What exactly is the policy?

Can a co-op organizer exclude someone from a co-op tha they are running?

Can someone who repeatedly pulls out of swaps and co-ops be banned from participating?

There should be something done because there seem to be some non-paying, and or, cancelling co-op participants who are screwing things up for all those involved.

Interesting situation. Would it be appropriate for the co-op organizer to leave negative trader feedback for something like this?

I think leaving feedback to report such back outs would be appropriate and anyone with a repeated backout behavior can be declined or perhaps required to pay in advance before being accepted as a participant.
