My SIL is 22 weeks pregnant and just went for a second ultrasound (she had one at 18 weeks also) and they told her both times that she has a low lying placenta...she is really worried....I know that it is still early enough for it to migrate but how often does it actually move?

Something like 20% of women have low-lying placentas around 20 weeks - I was told that low-lying have a 90% chance of moving up.
I actually have marginal placenta previa (well, I did at 18 weeks - I've been thinking positive thoughts about it moving for the past 6 weeks!), and will have another u/s at 30 weeks, and if needed, again at 36 weeks - my midwife said that they can move up all the way until the end...

At an 18week u/s, I had partial placenta previa. From the research I did, I know that your SIL has a very good chance of the placenta moving away from the cervix. Okay, so the placenta doesn't actually move, but grows as the uterus grows, and can get further away. This will most likely happen.

I understand the worry...I was worried too when I found out. But I kept thinking positively...My mw did another u/s, at 27 weeks, the placenta was no longer an issue and was "just where it should be"...all that worry for nothing...

There is still plenty of time and growth left...unless she is bleeding, she should just relax and think positively. It is too early, a lot can (and will) happen in the next 18 weeks or so :)
