Yes, it's a refundable credit (which basically means that even if your overal tax liability was $0, you may be eligible to get the credit back in a refund). :D

If you can file Head of Household status, have children, and have a fairly low income, you qualify.

Yes, you can get it even if you didn't pay any money.

You get the most if you have children, but even low income people with no children can get it.
