Ground oranges and lemons = ?

So I'm getting ready to make a recipe for apple mincemeat (mock mincemeat) - it calls for "ground seeded oranges" and "ground seeded lemons." I'm not sure what I should do for this -- grind the whole citrus up, rind and all? Or just the interior.

Any thoughts?
