Sorry, I have the same problem with my bulbs. But I just figured I was doing something weird since I am new to the South, and only have experience with northern climate.
Hope someone has some ideas.

This is not unusual. Lots of bulbs will send up shoots of foliage in the fall, die back in the winter, and then actually bloom in spring. Are your bulbs actually flowering, or is it just foliage popping up?
Some of my bulbs just send up foliage twice a year and others actually bloomed this year.
(I"m still new to this we've only owned the house since last January most of the bulbs came with the house so I don't know what most of the non blooming ones are LOL)
