Never mind, I found the answer...
For those who are still dumbfounded, the answer lies in the fact that there are TWO (2)
locations where this time parameter is used; namely in the Control panel itself AND in the
Users CP under Edit options.
If you are the administator then both must point to the same time zone. Users must adjust the
parameter in the Users CP to their own time zone.
So the use of the standard GMT is quite correct as the offset will be given according to what
the user had specified in their Users CP.
And I agree with the moderator on the use of GMT. WTF is UTC anyway? Some bureaucrat's opinion that Greenwhich sounds too white or something???
