there is another category that would/could apply to mws who are CPMs but are not licensed in a state that does license midwives---

I got really confused while making the options lol. Would that not fall under yes it's illegal or alegal and I am certified?

well it could happen everywhere there is a license but an interesting example Oregon for instance- has licensed and unlicensed status and both are legal-- of course it could be even here in AZ and someone has moved here with a CPM or license from another state but cannot readily get an AZ license... the person would be certified practicing illegally in a legal state.
not really a complaint though
