i have a heart2heart padded ring sling and i find the shoulder padding is so wide i find it riding up no matter how tight i put it or how low on my shoulder i put it and i hate things touching my neck so this sling is driving me nuts but i love it otherwise so please help me figure out what is going on with this thing or me :

I have never used a Heart2Heart padded sling but I did find that heavily padded slings do tend to have really wide shoulder pads. You can try to have it sit on the ball of your shoulder. If that doesn't work, maybe you can sell it to fund a ring sling with a narrower shoulder.

Maya makes a great sling with a padded shoulder that is not too wide. If you'd prefer a fully padded ring sling, there is the Ellaroo Lightly Padded.

Sorry I can't offer much help but I didn't want your question to go unanswered.

Could you try placing your shoulder in the center of the padding so that the padding is approx 2" away from your neck? The rings also need to be in corsage position.
Can you post a pic?
