Urge your Senators to neither support nor cosponsor
S. 741, the Minor Use/Minor Species Act (MUMS). This
bill is controversial and full of loopholes. If passed,
MUMS would abbreviate the Food and Drug Administration's
(FDA) review procedures of genetically-engineered animals,
including fast-growing salmon, and it probably would
worsen the human health crisis of antibiotic resistance
by allowing the wider use of antibiotics in agriculture
and aquaculture.

As your constituent, I urge you to neither support
nor cosponsor S. 741, the Minor Use/Minor Species Act
(MUMS). This bill is controversial and full of loopholes.
If passed, MUMS would abbreviate the Food and Drug
Administration's (FDA) review procedures of genetically-engineered
animals, including fast-growing salmon, and it probably
would worsen the human health crisis of antibiotic
resistance by allowing the wider use of antibiotics
in agriculture and aquaculture.

The commercialization of genetically-engineered animals,
also known as transgenic animals, will almost certainly
draw even more public concern than transgenic plants
such as soybeans. A recent report from the National
Academy of Sciences, Animal Biotechnology: Science
Based Concerns (2002), argues that transgenic fish,
in particular, may easily escape fish farms and pose
ecological hazards. Even if those animals are safe,
weak or abbreviated FDA reviews - as permitted by MUMS
- of transgenic animals will do little to allay these
concerns.

The weakening of the FDA's animal drug review process
would also contribute to antibiotic resistance, because
it would make it easier to use antibiotics for growth
promotion. MUMS would permit the FDA to approve new
antibiotics as growth promoters for cattle, pigs, and
poultry in areas of the country that could be as large
as Texas. The more widely that antibiotics are used,
the more quickly resistance will arise and spread to
humans.

For these reasons, I ask that you neither cosponsor
nor support S. 741, the MUMS Act, as it is now written.
