I would workshop it in one way or another. I am currently paying to workshop my work with well-known published author in my state. That helps. I also took Creative Writing classes in college which gave me an idea of what things should be and how to critique my own work. Also, you should read work from the places you want to submit to. Does it seem to you that your work is as good as what you are reading? It is alot of trial and error to break into the world of literary journals and it may take a long time to get positive results, but it doesn't mean your work is bad... just you haven't found a home for it yet.
