I am Waldorf homeschooling this year and I am wondering if I should invest in a nice pentatonic flute or just start out with a penny flute

We have a pentatonic flute and I know there are some songs I can't play on it, but they are outside of the pentatonic scale.  I don't know if that is different with a penny whistle or not.  A friend of mine uses a whistle and is content with it.
