Fears and anxiety are a very normal stage of toddler development, as they become more aware of the world around them and it's dangers, or presumed dangers, and possible threats to their survival. There is a lot of good reading material on this subject, just do a search of toddler fears, toddler anxiety, stranger suspicion, separation anxiety,

My dd hated the tub until one night I threw a bunch of those neon glo sticks in there and turned the lights off. I couldn't get her out:) We do that alot now, it's so fun for her.

DD2 went through that, I just got in the tub with her and she was fine.  It took awhile but she eventually got over it.  Gotta be gentle with the littles and their anxieties.
