What about a baby stella doll? They are soft bodied and easy to make additional clothes for. My daughter got one when she turned two, I think. It is still a well-loved baby.

If you look up sunclover on etsy, she makes beautiful dolls and they're rugged :) . Each of my kids has one and they love them.
