I don't know about excel, but have you looked at Open Office? The entire program is as good as Microsoft Office and is free. There are probably free templates, etc for it out there too.
I love , love, love Open Office! I started using it years ago for my landscaping business when my MS Office free trial expired. I think it's even better than MS Office, the menus are much more intuitive for me.
I don't have any templates downloaded, but I did recently see that they had some available.
What about Google Documents? It has an Excel-like spreadsheet program that you can use to set up a budget template in.
Also, we are trying Mint.com out. It isn't the best thing since sliced bread, but it seems to work ok for our needs.
