We have 2 buff Orpingtons that were hatched at the same time. One started laying on the 4th of July. The other one has still not begun to lay. Also, she looks like she is not as mature as the one that is laying. Her comb in not fully developed or red like our laying Orpington. Could something have stunted her growth or be keeping her from laying? Is this a common thing? What could be keeping her from laying like the others?

this might be a stupid suggestion, but could one be a rooster? here's a thread from backyard chickens covering the same topic - buff orpington "hens" not laying eggs - no crowing either FWIW.

They were hatchery sexed so I'd like to say they are both hens but I guess anything is possible. The one in question just looks like the other one did before she started laying, small pinkish comb and pink around the eyes etc.
