I keep looking for a bump on the gum but haven't found one yet.

My 4 mo LO seems to have whine as her default sound right now. She even falls asleep whining! That's new!

She is drooling like crazy, everything goes in the mouth and she is always trying to chew on our fingers (and hers...) I have offered her a cool teething ring which she enjoys for a minute and then starts wailing.

She also has diaper rash worse than she has had since she a was a newling.

She was a colicky newborn (reflux from too much milk!) and that subsided. Now she is getting fussy again (usually around 4 pm whereas she used to cry at 6 pm) but the tone is different. It is easier to comfort her than when her tummy hurts...

What are the definitive signs and what other things could be causing these behaviors and symptoms?

Drooling is a big sign. Mine started biting while nursing, too.

Sometimes babies are just whiney and fussy for no great reason, though. They start getting really bored around 4 months, I think.
