My thighs are the same way (okay, they WERE before I had DS. Now there's more fat), although I call them biker thighs.
I found that the brands with numerical SIZES fit me much better because of this than the S-M-L brands. I still had a couple of pairs of Old Navy jeans, but I invested in one or two nice pairs from The Gap, and they fit soooooooo much better because the sizing is more precise. If this is an option for you (or if you can find some used) I'd check it out when the time comes to properly move into maternity.
