My DS is 21lbs at 16mo. He is still rear-facing, because he's such a light guy. I also thought he was pretty short, but his legs are all sorts of scrunched up in his Britax Boulevard. I'm assuming this is ok, and I don't want to FF him yet because he seems so little.
It's perfectly safe to have legs scrunched a bit (or a lot). Britax seats don't offer the most room for rear facing children, but they're not terrible.
Do you have the seat in the mechanically reclined position?
DH has said our 2.5 yo looks squished - but DS has never complained. I think to adults they often appear uncomfortable, but they are really more flexible and scrunchable than we think.

The seat needs to be in the recline position and installed at a 30-45 degree angle. If you do have it in the upright position, that would probably make him look more squished.
DS is 3 and still RF. He just crosses his legs or hangs them over the side. Other people have made comments about his legs, but he never complains and seems comfortable to me.
Children are very comfortable with bent legs. Most importantly, it's also extremely safe. I've never heard a child complain despite living in rear facing heaven Sweden where kids sit Rf until age 4. Blond gril is 5, 18 inch torso and 47 inches tall RF in a Britax Multi Tech (These seats can be used until tip of ears are at top of seat shell).
