Normally I put my dd rf in her scenera on airplanes, but AirTran wouldn't let me last time I flew.

All in all not much of an issue until I realized the buckle sits right at dd's back.

They cannot prohibit you from using the seat rear facing as long as he she is within the manufacturer's limits for that direction.  That might be something you'd like to take up with Air Tran.  Not much you can do about the buckle unfortunately.  My kids didn't seem bothered by it.
