Are you (meaning "you" in a collective sense) saying that pain relief is never used when a baby is circumcised?

The latest research shows that any pain relief is used in less than 23% of circumcisions and effective pain relief is used in less than 4% of circumcisions. This was reported by the American Medical Association in 1999. Today's statistics would be little different as doctors are rather hide bound and are resistant to change.
