Where did the notion that the foreskin on a baby/child (that isn't otherwise retractable) should be retracted and cleaned come from? Did it come around the same time that circ became popular?

From my reading and what I have heard people talk about it did come from around the time when circ became more popular. I really dont know why other than maybe when talking to parents about it it made for an easier sale.
