Best I can think of is photos. http://www.circumstitions.com has a bunch. A full frenulum is part of the inner foreskin, basically, so that the inner foreskin rolls back and becomes part of the shaft of the penis . Sometimes, people are left with some frenulum, so you might see what looks like a skin tag there, and it might be more mobile than the other skin.

Depending on the Dr. and the type of circ done he could still have his frenulum. My dh has about a eighth of his left
what is left dosnt have much sensation to it so lots of nerve damage.
