Best I can think of is photos. http://www.circumstitions.com has a bunch. A full frenulum is part of the inner foreskin, basically, so that the inner foreskin rolls back and becomes part of the shaft of the penis . Sometimes, people are left with some frenulum, so you might see what looks like a skin tag there, and it might be more mobile than the other skin.
Yup, that's what he has. Except it ends in a line down. His skin is very tight, I just hope he isn't the C1 or C2 (is that the term?)
