We have not vaccinated and lived in California, Arizona, and Texas where getting the exemption papers seemed to be easy. I've just moved to Oregon and am having a bit of a difficult time finding what I need here.

you would need to submit a religious exemption

There are a couple of ways to get exemption. One is get a letter from a doctor your children have seen before that says due to health history or genetics that vaccines would be damaging to your child health. Health care providers are supposed to do checks on a childs health history and genetics before vaccinating (although most don't) if you have it in writing by a health care professional it will exempt you from vaccine mandates. The other way is to state religous exemption (although in some states you have to provide proof) A third and final way is to write a letter stating your decision not to vaccinate have you husband sign showing you are both in agreement and have it notarized. Keep a copy for you records and send a copy to who ever is requiring vaccinations. This way if you are forced and an andverse reaction takes place the requiring agency is liable for damages because you stated with witness (the notary) that you were not in agreement. Hope it all works out for your family! Great to hear of another Non-Vaccinating Family. We are few and far between.

The bolded is not an option. One cannot just write a letter stating Im not vaccinating my child for any old reason (at least not in a state that doesn't offer a philisphical exemption such as Oregon). This has no legal standing and if OP vaccinated their children  and one was damaged - the only recourse they would have would be to file a compensation claim with VICP. I assure you the school nor the state of Oregon would be held liable for any damages. OP must file either a medical (very hard to come by and they are issued for individual vaccines usually - not all of them) or a religious exemption.
