Can Head Start in Ohio Deny Entry Because of Religious Exemption? - Mothering Forums

i am trying to find info for a friend who was denied entry to head start in ohio...this is the law i found and she said the director told her the word "may"  can be interpreted however a daycare director wants to, and can and will deny any child she deems fit to deny. So they denied her child simply on the religious exemption. Anyone have any info? Thanks
