Opt out seems like the thing to read in that quote..... As in, it's assumed you want to help, but you can opt out. 

 

From what I know about the US and Americans I cannot imagine this ever passing over there.

You have to know about the opt out to opt out. If it is anything like the way they fail to mention exemptions with school, then people may well not know they can they can opt out.
