We have used a chore chart for years. My youngest is 9 now (oldest 19!). It just listed a few simple chores. Each child had t-3 nightly chores, then 2-3 that had to be done on the weekend.
For a 3 year old you might want to use pictures and words instead of just words. I totally think a 3 yr old is capable of doing some easy chores!
