Best non-toxic paint/stain for wood?

We're making a set of nesting house blocks like this http://www.threesisterstoys.com/p-10...e-village.aspx for DD's christmas present, and I'm wanting to color them with something non-toxic, but still get those incredible saturated colors. We don't have a ton of money to spend this year, so cheap is a bonus.

I'm planning on making some wooden puzzles for DD and I was reading up on dyes.

I found this article which has a part about using food dyes. He just says to flood the wooden item with water and then let dry. DH and I were talking about diluting the dye in vodka to see if it would help it absorb better. Not sure how it will turn out, but I'm going to the wood store today to see what I can get for project boards.

I'm going to use wilton's dyes because they are food safe. I'll rub them with bees wax after to put a finish on them. It may not last forever, but I won't have to worry if a little gets it in their mouth.

I used this recipe with watercolor pigment instead of tempera (non toxic) and it formed a very durable and saturated paint. I wasn't sure at first how well it would hold up but it has been about a month and a half since I painted the toys and they are chip free and bright as the day they were painted. I used some claphams beeswax polish, a tiny bit once the paint was dry.
