I've never done what you are doing, but I read in one of my knitting books that you're supposed to pick up the stitch and knit into the fabric. Someone correct me if I'm wrong.

Have you knit socks or booties before? I think this sounds correct because, what you'll do afterwards is pick up the wraps or slipped stitches in the next section to connect it to the rest of the bootie.
