what is the best bang for my buck on a serger and a sewing machine?

I'm a total beginner, (well I haven't used either a sewing machine or serger since middle school home ec)
I am an "eye baller" I cook and build things measuring in my head so I doubt I'll even sew anything complicated, (I 'll leave that to you smarties)
I don't have a lot of money

Mostly I just want to make simple things, starting with a 2 layer cloth wipe, maybe moving on to a simple a line skirt

I only have a sewing machine and that does me fine. I think it depends on what all your planning on sewing and how comfortable you are with each machine. I tried a serger and never got the hang of it. I make everything including clothes and cloth wipes with my sewing machine. Id pick sewing machine just because as I said I never got the hang of the serger but I know people who love them.
All that to say it depends on what you like best. lol sorry I couldnt be of more help.

As a beginner, I'd suggest just going with a sewing machine. Sergers are expensive, and I've been able to get by with using a zig-zag stitch or something similar instead. When I made my wipes, I had a very old machine that only did a straight stitch, so I just double turned and pressed the edges before sewing. A serger sure would have been easier, but I got by fine.

You can make your wipes with a just a sewing machine no problem. I just put the 2 squares of fabric together and did a smaller zig zag stitch right at the edge of the fabric. They are not really pretty liked a serged edge. but remember your wiping a babys bottom with them
