I'm trying to figure out who, if anyone, regulates church-based preschools in Pennsylvania.

Flowers, fairies, gardens, and rainbows-- Seasons of Joy: 10 weeks of crafts, handwork, painting, coloring, circle time, fairy tales, and more!
Check out the blog for family fun, homeschooling, books, simple living, and 6 fabulous children, including twin toddlers

So do they not have to abide by any rules or laws?

If they do not take ANY money from the state/federal- as I know they can pick and choose and make any rules they want.

They have to abide by health and fire codes as far as state regulations go. They do not have to be licensed because they do not take state money. Nor do they wish to be under government control or have the government tell them what kind of teachers are acceptable and which are not. Most preschools who are run by churches also require their workers to have a police background check.
