I'm ramping up to do some of the work recommended in our energy audit as past of the AK Energy Rebate program. Our big projects are insulating our crawl space, sealing leaks (mostly crawlspace & attic) and replacing our boiler & hot water heater with a new high-efficiency boiler with a side arm water tank.

Wondering if anybody else has been through the process? Anybody have contractor recommendations (heating & plumbing, weatherization etc)? or just wants to chat/commiserate about home improvement projects.

how does that work? Do you pay for it upfront and get a tax rebate back?

I'm in Kodiak. We did the program and were refunded just over $8,000. We went from a 3 star to a 5 star! It's really an awesome program. We did most of the work ourselves so it was well worth it. Our projects were much the same as yours:

insulate the crawl space
insulate the attic (add to what was there)
seal leaks around doors, windows
put insulation foamy things around each outlet and put child safety plug in (actually helps with leaks!)
install programable thermostat
new boiler and hot water heater

We will do new windows at the end of the summer even though its not part of the program at this point.

I highly recommend this to everyone! Just keep all of your receipts and make copies of them before you send them off just in case something gets mixed up. DH found the office in Anchorage to be really helpful with questions. (Our original auditor got really sick and couldn't do the follow up one but they sent someone down to take care of it.)
