There are some fun children`s toy stores along Queen St West. There is one across from Trinity Bellwoods Park...but I forget the name, sorry! They have some nice wooden, natural fiber toys. Another one along Queen West is called Kool Kid, they have some neat toys, and maybe some clothing as well if I remember correctly. Over in Leslieville (Queen St East) is a store called Baby on the Hip that I haven`t been to myself but I always wanted to check it out. Here is there website: http://www.babyonthehip.ca/index.htm If you do end up heading to Leslieville, and you need lunch, I would recommend Le cafe vert....it is a small cute organic lunch spot (they are not exclusively vegetarian, but have lots of veggie options). http://ourfaves.com/toronto/places/Le_Cafe_Vert
Another store that sometimes has a selection of children`s and baby clothes and shoes is Grassroots, there are two locations, one on Bloor and one on The Danforth: http://www.grassrootsstore.com/index.asp
It depends what kind of shopping you are doing. You mentioned soft soled boots...I`m not sure where you might find those. Sorry if my suggestions are not what you were looking for!! I moved away from Toronto this past year, and I miss it alot
Also, if you're in the west end, near High Park, check out Hello Sunshine (on the corner of High Park and Bloor it is a small but very well stocked store. I love it!
Little Lola is on Annette St, Near Jane (about 5 blocks north or Jane and Bloor)
I second the Kol Kid rec. Also, further west on Queen (near Ossington) is Kingly - they have stuff for moms too.
