Common issue here. We just ignored the outhouse to start and used a little potty inside, and kept it inside for longer than we might have otherwise  -- my 3yo daughter still uses it, but we'll wean her to the outhouse full time this summer, with a smaller hole/seat. (I'm too lazy to help her to the outhouse every time she pees, so I'm waiting until she can handle it herself). My 5yo boy pees outside a lot, but can use the outhouse no problem. (we have lots of wild open space and no visible neighbors -- goes along with the outhouse thing).
