Maybe I'm crazy but I've used a sock or panty hose to filter loose tea leaves. If you fit the bottom jar with the sock over the mouth and poured from the soak jar it might work.

I use the baby wash cloths that you seem to get a bunch of as gifts. (or 4 for $1 at the dollar store) They fit nicely folded in half in wipe boxes and warmers.
