I'm certainly no expert, but I can share what I do for the whining with my two year old. When I hear her whine, I imitate her, only exaggerated and with humor. Then I say, "Did you like the way I sounded when I did that?"
"Nooooo" (I'll say, in a musical tone). "Well, I don't like your voice when you talk like that either. It hurts my ears. Try talking in a normal voice, like this ...." and then I'll state what I think she wanted when she was whining. "Mom, I want to play with the baby, please."

It has worked for us, most of the time.
