Maybe because the costs of these new procedures would threaten Bush's tax cuts? Maybe because these procedures are not 'business friendly', and Bush is more concerned about corporate well being than anything else? Maybe because he and his don't fly commercial airlines?

I live several miles from a very large chemical plant, and shortly after 9-11 they were showing how easy it is to get in if you wanted to. Heck, one of the major streets in town goes right through the middle of it. If anyone wanted to do something to it, I would guess it wouldn't be that difficult... the news program I saw about it mentioned changes that need to happen but I'm not sure that any of them really have been made...
