There is a great report out that grades the US, state by state, on parental leave policies. NY gets a "C." California gets the best grade with an A-. I want to post the link but don't know if I'm allowed?

Why wouldn't you be able to? I've posted lots of links before (in fact, there is a little link tool in the menu, so I'm assuming it's there for us to use!). There are a lot of other forums with links to articles or other webpages, so I say you might as well! (But I'm not the boss, hee hee.)
