my neighbors have had this dog chained up out side since memorial day weekend...he has lost all of his body fat it looks like, you can totally see his ribs...there is usually a food bowl & water bowl out there but they are always empty. I have seen them give him food a couple times but he is obviously being neglected...he is miserable. He has been left out there for during 3 thunderstorms...he has also jumped on and scratched dd more than once


When we first moved in, these neighbors had a mama pit and her puppy chained up back there (we share our back yard area) constantly and I ended calling the landlord because the puppy would bark and cry all night long (this went on for weeks) and they got rid of him and started keeping the mama inside. Now, a month or so later, their friend has his puppy over here....I never expected them to keep him out here this long, I thought it was for the weekend or something...I feel badly for this animal and am thinking about calling the animal rescue or something...I really dont want to start anything with my neighbors though.

What would you do??

Do you have any other neighbors? I mean, if you called, would they absolutely know it was you? If not then I would definitely call, and even if so, I would probably call anyway. Chaining is one thing (not a crime I guess
) but not feeding is another.

Is there some sort of rescue line where you could call anonymously? I had to report one of my neighbors for neglecting their dog once and I was able to do it without them knowing it was me. That does not sound like a good situation, I hope you can help the poor doggie!

I would call. If you have a digital cam, take pics. Some jerks did that to my Zoe. She was pure bones tied to a pole with no food/water in the HOT sun. Friends of ours are their neighbors and they took pics and turned them NUMEROUS times and no one did a thing. So I took her, well actually I "found" her (and I took her to the vet to verify she was starving and didnt have a disease or something.) Our friends broke their fence to get her out and then fixed it and called me to drive by and come "find" her. Frankly, if the neighbors are that disgusting of human beings to starve an animal and treat it like crap, I wouldnt care if they liked me or not, ykwim?

I would definitely call animal control about the dog not having food or water, but probably not about the chaining.

: My dad's dog has always been in the backyard on a chain - long enough that he has plenty of room to run and play (much more than most dogs who have fenced areas around here), access to shady and sunny areas and his house. He has plenty of fresh water and is fed twice a day, and dad and grandpa pet and play with him. Is that bad? That's just the way dogs are kept here, and they have always seemed to be perfectly healthy and happy.

I took a couple pics, you cant really see how thin the dog is though...I didnt want to walk right up and have them see me taking pics...

were in a duplex and have other neighbors beside us but I dont think its very noticable to them. I'm sure they would know who called. I will keep giving the dog water at least until I figure out what I should do...hopefully, the owner will come for the dog, I have seen him here feeding it a few times and it looked healthy when it got here


right now they have excessively loud bass on in the drive way....urrrrrrr my head hurts

most humane societies will check out the situation if you report suspected neglect/abuse. i hope you figure out what to do. i know how it sucks to see a dog being neglected like that.

It is not the best way to keep dogs because they are pack animals. Being left in a back yard, even with some playing, is a lonely way of life for a dog. Alone sitting and sleeping most of the time is not the best way for an animal to live.

that poor dog! you did a good thing


about this dog....I was hoping it would run away the other day when he got out of its collar but he came right back and layed his "spot"

I put a bowl of water beside the dog and later this afternoon it disapeared and all the trash you see in the pick was pushed over near my back door


I'll figure something out, in the meantime giving the dog food and water is a help.

hottater~ very true...the poor dog cries everytime we go in or out...the peoples dog does come out and play with this pup sometimes so its not completely alone at least

In most places you need to call the police to report your suspicion of neglect/abuse. Then hope that the officer you get on the case is one that takes animal cases seriously. If he/she feels it is warranted, he can get an insepction of the premises with a humane officer. Keep documentation, and be prepared to give your name. Your description of the past neglect is very important to building a case.
Unless the animals are in danger of dying, the owner is usually given a chance to make changes and improve the situation.

Yeah, I think you have to call immediately, or "mysteriously disappear" the dog. I'm all for easy neighbour relations, but it sounds like there is an animal being neglected at minimum, and probably starved. Call mama!!

Poor Pup looks soo sad : O(

I had a situation with a relative that left there yorkie and poodle first locked up in the garage ( not let out for days) then left in the backyard. It got to a point where i couldnt take any of the excuses anymore and one holiday after seeing what this poodle looked like I took him. i thought after that they would start caring for the yorkie however no luck. when they were outta town i said i was taking her for a haircut and 3 or so yrs later they are both still with me... they were not fed regularly and left out in horrific storms ( the yorkie still freaks with high winds ) there is no reason to neglect an animal if you cant care for it then stand up and find it a new home..

BTW the yorkie was never house broken however she learned quick
and the poodle was soooo thin it was kinda embarressing taking him for walks.. people didnt know WHAT he was


yes the relative is a loving and caring parent however better without the doggies

lots of people just think that because its an animal, it doesnt matter what happens to it. people tend to think that their comfort is more important than an animals. sad but true.

It is ILLEGAL to keep an animal outside without a shelter. And I don't see a shelter in that yard. As in, a proper doghouse with 4 walls and a roof.

Call the humane society right now.

Yes, carefully document things like lack of shelter and water. Those are basic things that will be helpful in building a case and are more important than other things from a legal standpoint. Also, if the food looks ok to eat or not. Sadly, there are not a lot of safeguards in place to help our animal friends. Unless it is a dramatic situation, the pet is often screwed in the eyes of the law.
