I can find guidelines for poverty line, but I might qualify for discount on childcare if we're "medium income". WTH?

My understanding is that "median" means half the population makes more than the quoted figure and half the population makes less which is how the figure is calculated.

But median is a single number. I was told that if I am "low-income" there's one reduced rate, and if I'm "medium-income" there's another somewhat lesser reduced rate, and if I'm "high-income" I pay full price.

Has 2007 numbers, and numbers by household size.
