You can't buy raw milk in VA, but you can drink it if you own a cow. Hedgebrook farms has a cow share/boarding program. You need 6 people to each buy a share (and the six of you own that cow for life). The cow is taken care of by the farmer and you get a gallon of milk every week from your cow. The cost of milk equates to about $5.25 a week per gallon, cheaper than organic from the supermarket, and much better for you. Every 6 weeks, it's your turn to go to the farm, collect the milk, and deliver it to the 5 other people. Here's a link with more info:

I believe people from the Families for Natural Living group in NoVA already have this going. I get my milk from Hedgebrook. They make a NoVA run every week. Maybe just call them and ask where they are delivering to. I'm fortunate enough to pick up locally!
