Older male children (not RIC) in Africa but still very interesting.....

Check it out...

Quote:
A Bill outlawing virginity testing *and making parents and doctors liable to charges of assault for circumcising children is one step closer to enactment...

This is, however, premised on the fact that "proper medical advice" be given to the child beforehand. Under the heading Social and
Cultural Practices, the Bill also outlaws virginity testing, putting it in the same league as female circumcision and saying that children have the right not to be subjected to cultural and social practices which are "detrimental to the well-being, health or dignity of the child".

It adds that taking into consideration the age, maturity and "stage of development" of a male child, he has the right to refuse circumcision.

"A male child that was subjected to circumcision against his will may lay a charge of assault, indecent assault or assault with the intent to do grievous bodily harm, as the case may be, against the person that performed the circumcision or a person that is under an obligation to protect that child from maltreatment, abuse or degradation and failed to fulfil this obligation," it says

Despite all of the resistance, the government of South Africa is doing something about these circumcisions. Every circumcision season, (there are two each year) 15-20 boys die and more than a hundred are hospitalized. Amputations are common. Yet, the parents still heavily solicit their sons to go. If they resist, they are often kidnapped or chased down and circumcised on the spot.

I've heard several people say that if circumcision is banned in America, then people will start doing circumcisions in "back alleys" indicating that there will be a circumcision subculture much as there was an abortion subculture before abortion was legalized in America. However, this is different. The women who had abortions chose it for themselves and there was no evidence afterward that they had been aborted. Circumcision leaves a lasting legacy and evidence. A parent could be caught at any time for the entire life of their son just as the Atlanta man who circumcised his daughter on the kitchen table with a pair scissors was caught two years later when the mother reported it and it was confirmed by a medical professional.
