So often I hear stories about a mother who really wanted to BF but ran into trouble and couldn't afford to see an LC.

In Canada you might not be able to find a good LC due to the shortage of medical professionals but if you can, it's covered by healthcare. In most (maybe all) provinces a public health nurse makes a home visit a day or two after you get home and, among other things, makes sure breastfeeding is going well. If you are having problems they can help or recommend you to an LC/LLL meeting or whatever is available.

So I'm wondering if anyone has statistics on breastfeeding rates in countries with public health care vs private health care.

This is especially interesting to me given the public vs private debate going on the last few years here.
