no you can't. No organic fabric is impermeable to fumes.

For that you would need a plastic. Try googling crib mattress wrap and you should get some information about the studies done in... NZ, I think. That will tell you the kind of plastic you'd need to use to wrap a mattress.

If you're going to go to the trouble, time and expense to gut a mattress, you'd be better off just buying a new one, IMO. There's no point in destroying a mattress, because what is left, the casing, is still going to be permeated with the toxic chemicals, and you're going to have a lumpy mattress.

not to mention if you gutted a mattress, your exposure to the toxic PBDE dust from the crumbling petrochemical foam would be horrible!
An investment in an organic mattress is a long term investment in your health. 1/3 of your life you are either breathing in chemicals, or not....
